"A person's semester/year level is determined by the number of credits that have been completed successfully in his or her degree program plus those that are in progress. Once a person has reached twenty half-year courses (10.00 credits at the University of Guelph), they are considered a third-year student."
My question is concerning the above statement. I just transferred from a non-science major into biology. Does this mean I am technically considered a first year student in my new program (biology) because I haven't completed 20 half year courses within this program? I was going into third year in my other major before I transferred.

You are not a first year student - you already have 2 years of a bachelor's degree. That being said when you change majors you must take the highest level you can, but in this case the highest level is first year. You would need to submit a letter of appeal to take semesters with over 40% first and second year level courses but in the case of this kind of change it is usually granted (provided you have letters of support from advisors)
