I just had a question about using a vet reference from an international vet. Is it necessary to provide a phone number for their contact information as their time zone is completely different and it would not be the most ideal way to contact them? Thanks!

Yes, every reference has to have contact information. As an aside, make sure you have some veterinary experience in a North American context. They need to see you have experience in AVMA-standard practice. Ideally one, if not both of your references would be in North America. I think you are fine to have one international on there but personally I would not list two.

The exception of course is international students who are not from the US. Just know that if you come to the University of Guelph for your DVM degree you will be learning in a North American context.
