if take a full time semester but end up failing one course, does it still count as full-time since I took the full work load but don't come out of it with 2.5 credits?

I doubt it since you wouldn't be awarded the credit for the class... i.e. even though you took 2.5 credits you would only actually receive 2.0. Also this would not look very good on your application so you probably wouldn't want to use this semester anyways....

Technically, even if you fail a course you would still have taken 2.5 credits (even if you only receive 2.0) and have grades for all 5 courses... So a simple reading of the admission requirements would suggest that it would be valid. But I think it may be a bit of a grey area, so best to check with them.
I imagine you want it to be acceptable so you can use prerequisites from that semester? Because you definitely wouldn't want it to count as one of your last two full-time semesters as mentioned above... I think it would be really hard to make up for that kind of damage to your average (although not impossible!).

This question was previously answered by admissions: "Whether a course is passed or failed doesn't affect the credit total attempted for the semester. As long as the semester meets OVC rules, you can use one of the passed courses as a prerequisite." However, this was from a post made in 2014, so you may want to double check

The workload was there and the failed course would still be in the transcript so you can indeed use other courses from that semester as prerequisites as long as you followed all the rules and the course fits.
