It's always better to get someone who is employed or designated as a manager/supervisor rather than a peer to act as a validator. But if there is no one else and they knew your work put them in. However do not use someone who worked under you or who you supervised as that would be a conflict of interest.

So you're saying that the person writing my reference should be someone who has supervised me rather than a peer itself?
