With that out of the way, here are my thoughts:
1) So in order to be eligible to apply to the OVC I just need "a MINIMUM of four acceptable full-time university semesters"? So throughout my 4 years of undergrad, I just need to have taken 4 full semesters?
As you seem to be aware, all the regulations (academic and non-academic) for DVM program admissions are outlined on the
admission requirements web site. Specifically for your question:
yes, so long as you have completed at least four
acceptable, full-time semesters at some point (doesn't matter when) during your undergrad, that should be sufficient to fulfill that portion of the requirements. I'm guessing you already know them, but just to be complete, also keep in mind the other major requirements to be eligible to apply:

[/li][li] Completed courses deemed acceptable to fulfill the eight required prerequisites
[/li][li] Your "
...GPA from your last two full-time semesters, and the average from your 8 prerequisite courses must both be 75% or higher..."

2) In an academic year, if I take 4 courses during the fall semester and lets say 5 during the winter, is the winter semester still considered as one of the four full time semester? And will I be able to use a course from the winter semester as part of the 8 required courses then?
Assuming
all other regulations are also met (as outlined on the
academic requirements web site), and the five courses in the winter together meet the credit weight requirement (e.g., at UofG, 2.5 credits to be considered full-time), then the winter semester would indeed count as a "
full-time semester;" the course load taken in the fall semester would have
no bearing on this. If the semester meets the regulations linked to above and is thus considered "
acceptable" by admissions, then
yes, you should be able to use a course from that semester for the eight required prerequisites (assuming that course itself meets the requirements to be deemed acceptable as a prerequisite).

"40% is the average of the courses completed in your last two acceptable full-time semesters"So in this case, lets say in first semester of 3rd year I took a full semester and first semester of 4th year I took a full semester. Lets say, I did not take a full semester in 3rd year second semester. So the "last two acceptable full time semesters" they would consider would obviously be the first sem 3rd year and first sem of 4th year right?
Once again assuming
all other regulations are also met (as outlined on the
academic requirements web site), and I'm assuming you're currently in the first semester of fourth year, then your reasoning should be correct. The "
last two acceptable semesters" in your example would indeed look to be the first semesters of third year and fourth year, while the second semester of third year would essentially just be ignored for that portion of the application, as it was
not full-time and, thus,
not an "
acceptable" semester.
