Hello everyone,
This is my 2nd time applying to the OVC and when I completed by BIF form I notice most of my description of duties and personal statements are similar or exactly the same as a wrote last year on my BIF form. I was wonder if this would be flagged for plagiarism during the admission process?

That's perfectly fine, as long as it's your own work. Don't hire some company to write your (frankly unimportant) essays, they will catch you!

If I applied for 2020 but did not receive an interview, is it acceptable to use similar or the same answers for my essay questions when I apply for this year? From my understanding, the university does not assess your BIF if you do not receive an interview... can anyone confirm this for me?

We do review your application if you are in the top 220 or so and after that review process you may not be granted an interview.
